Ingredients
  

For Dough:

  • 2 cups cornmeal
  • cups all-purpose flour
  • 1 teaspoon salt
  • ½ cup achiote oil
  • ½ cup cold water

For Filling:

  • 1 pound ground beef
  • 1 teaspoon garlic powder
  • 1 teaspoon onion powder
  • 1 teaspoon salt
  • ½ teaspoon black pepper
  • 1 teaspoon paprika
  • 1 teaspoon annatto powder
  • ½ teaspoon cayenne optional
  • ½ cup tomato sauce

For Frying:

  • Vegetable oil for deep frying

Instructions
 

Step 1:

  • Mix cornmeal, flour, and salt in a bowl.

Step 2:

  • Slowly add achiote oil and cold water.

Step 3:

  • Knead dough until smooth. Let it rest.

Step 4:

  • Cook ground beef in a hot pan.

Step 5:

  • Add all spices and tomato sauce. Mix well.

Step 6:

  • Let the meat filling cool before using it.

Step 7:

  • Roll dough into small round flat pieces.

Step 8:

  • Put meat in the middle of each piece.

Step 9:

  • Fold dough and seal the edges tight.

Step 10:

  • Heat oil and fry empanadas until golden.

Step 11:

  • Drain on paper towels and eat warm.

Notes

  • Use achiote oil to get orange color and flavor.
  • Let meat cool before putting it in the dough.
  • Do not use too much filling. It may leak.
  • Seal the dough edges well before frying.
